Protection Agency Laboratories in Las Vegas, Nevada (EPA-LV) develop
and apply methods and monitoring strategies for the purpose of
assessing the exposure of man and the environment to toxic and
hazardous substances. The primary research mission is concerned with
identifying and quantifying the presence and concentration levels of
environmental pollutants. The EPA, Office of Research and Development
and the Office of Air and Radiation, Las Vegas, NV require technical
support services in support of the mission of EPA-LV in the following
areas: (1) field methods development and quality assurance; (2) field
operations; (3) analytical technical support; (4) analytical methods
research and development; and (5) analytical services. The contractor
will provide technical support through laboratory activities, methods
development, quality control, and method validation studies required to
maintain the monitoring and measurment capabilities required for EPA-LV
use. The specific work to be performed under this procurement will
EPA-LV in assuring that the best methods and procedures are used to
enhance the validity of analytical data produced for EPA-LV. The
diversity of research anticipated under this procurement requires
highly competent and experienced scientific and technical personnel
with the primary focus being analytical chemistry and field measurement
technology. The Agency anticipates the award of acost-plus-fixed-fee,
level of effort term contract with a Base period of 12 months and four
(4) 12-month options to extend the contract term. The base level of
effort will be 66,000 direct labor hours with options to increase the
level of effort by 50% of the Base requirement during each term of the
contract. This procurement is subject to open and full competition
(unrestricted). All responsible sources may submit a proposal which
will be evaluated by the Agency in accordance with the technical
evaluation criteria specified in the RFP. The SIC code for this
solicitation is 8742 ($5 million). All requests for a copy of the
