513/366-2027. The EPA, Office of Research and Development, Risk
Reduction Engineering Laboratory (REEL), Cincinnati, OH requires
technical support services to fulfill its responsibilities in the areas
of environmental and economic evaluations of physical/chemical
processes for managing, treating, and controlling hazardous wastes. The
purpose of this acquisition is to provide EPA/RREL with information on
hazardous pollutants by (1) characterizing the nature and seriousness
of pollutant emissions; (2) evaluating the applicability of pollution
prevention; and (3) conducting research, development and evaluation to
advance the state-of-the-art on waste minimization/control/treatment of
pollution. The primary focus of this acquisition is to provide
technical support to RREL in its research activities relative to the
physical/chemical treatment of soils, sediments, landfills, and solid,
liquid and gaseous effluents contaminated with toxic and hazardous
wastes. The personnel will encompass a variety of engineering and
scientific disciplines and will require highly competent and
experienced technical personnel conducting research, development,
evaluation, and demonstration for enhanced environmental protection
through improved treatment/control technologies, in-place management of
contamination, and waste minimization via physical/chemical processes.
The Agency anticipates the award of a cost-plus-fixed-fee, level of
effort term contract with a Base period of 12 months, four (4) 12-month
options to extend the contract term. The base level of effort will be
17,000 direct labor hours with options to increase the level of effort
by 50% of the Base requirement to full and open competition
(unrestricted). All responsible sources may submit a proposal which
will be evaluated by the Agency in accordance with the technical
evaluation criteria specified in the RFP. For subcontracting purposes,
the SIC code for this solicitation is 8731 (size standard of 500

size and socioeconomic status as follows: LARGE BUSINESS, SMALL
