Oden, (513)366-2126 The U.S. Environmental Protection Agency conducts
and manages fundamental and applied research needed to determine both
human and ecosystem exposure to pollutant chemicals. As part of the
effort, the EPA will solicit proposals to: 1) determine the
concentration of organic and inorganic compounds in various sample
material; 2) to determine the environmental fate constants for numerous
organic compounds; 3) to determine the molecular structure of unknown
organic compounds; 4) to design sampling plans and, in some instance,
actually collect environmental samples at specified geographic
locations; and 5) to prepare analytical standards in instances where
standard reference materials are not available. The contractor will
perform the work, covered by this contract, at the contractor's
facility and it is important to emphasize that the contractor must have
a currently operational state-of- the-art, environmental chemistry
laboratory. The contractor's laboratory must include the following
items of laboratory equipment: (1) inductively-coupled plasma atomic
emission spectrometer, (2) gas chromatograph with flame ionization
detector, (3) gas chromatograph with electron capture detector, (4)
computer assisted gas chromatograph-mass spectrometer, (5) liquid
chromatograph with UV detector, (6) high performance liquid
chromatograph, (7) infrared spectrophotometer, (9) atomic absorption
spectrometer, (10) UV-scattered transmission, UV- visible spectrometer,
(11) high resolution nuclear magnetic resonance spectrometer, (12) high
performance capillary electrophoresis (electrophoretic separations),
(13) pH meters with combination pH electrodes, (14) carbon analyzer,
(15) ultra-low temperature freezers. It is anticipated that a cost
reimbursement term form contract will be awarded. The period of
performance will be 12 months with four (4) sequential 12 month option
periods. Management of several concurrently conducted work assignments
will be routinely required. All responsible sources may submit an offer
