DE-AC22-94PC91008, is soliciting sources for cost-shared field
research, development, and demonstration proposal in Class
4-Strandplain/Barrier Island (S/BI) reservoirs under Request for
Proposal (RFP) OKL-5055-01. BDM-OK will conduct an open registration
Public Meeting to provide information on the Class 4 solicitation at
the Meridian Plaza Hotel, 2101 S. Meridian St., Oklahoma City,
Oklahoma, 73108 on April 5, 1995 beginning at 8 a.m. Reservations at

(918)337-4385. At the Public Meeting, BDM-OK will: (1) make available
draft copies of the Class 4 RFP; (2) make available Class 4 reservoir
information in the form of DOE reports ``Geological and Production
Characteristics of Strandplain/Barrier Island Reservoirs in the United
States'' (DE 95 000117) and ``Research Needs for Strandplain/Barrier
Island Reservoirs in the United States'' (DE 95 000118); (3) present an
overview of Field Demonstration Program objectives, Class 4
characteristics, details of the solicitation procedure, and project
requirements; and (4) provide verbal response tot written question
ssubmitted prior to and at the meeting. Copies of the draft RFP and the
two Class 4 reports may be requested in writing from: BDM-Oklahoma,

(918)337-4504. Comments on the draft RFP will be received by BDM-OK
through 4/14/95. A final version of the RFP will be issued on 4/25/95
and proposals will be due on 6/29/95. Cost-shared field demonstration
projects have been initiated in three geologically defined reservoir
classes which have been prioritized relative to risk of abandonment and
potential for incremental recovery. This solicitation, which will
result in subcontracts with BDM-OK, addresses the fourth geologic
class, Strandplain/Barrier Island reservoirs. Toward the larger Oil
Program objective of stimulating the maximum economically sound
recovery of crude oil from domestic reservoirs, the following goals of
the Field Demonstration Program will apply to this solicitation: (1)
extend the economic life of Class 4 reservoirs and thus slow the rate
of reservoir abandonment and preserve industry and reservoir
infrastructure; (2) improve understanding of reservoirs, producibility
constraints, recovery processes, and reservoir management practices
through demonstration of existing and advanced reservoir
characterization, oil recovery, and production technologies and
methodologies; and (3) transfer these technologies and methodologies to
domestic operators with analogous reservoirs or similar production
problems. Proposals are being sought for both near-term projects and
mid-term projects, each to have a period of performance of from two to
five years. Near-term projects should involve innovative application
of available technologies and methodologies and should address the
effective transfer of those technologies and methodologies to other
Class 4 operators. Near-term projects must include reservoir
characterization and may include field demonstrations of advanced
secondary recovery (ASR) or enhanced oil recovery (EOR) techniques.
Mid-term projects should involve development, testing, and practical
field demonstration and evaluation of emerging or advanced technologies
and methodologies using an integrated, multidisciplinary approach.
Mid-term projects must include reservoir characterization and field
demonstration of ASR or EOR techniques. Effective technology transfer
to other Class 4 operators is an important aspect of mid-term projects
also. Between three and six near-term awards and between two and five
mid-term awards are anticipated under this solicitation. Near-term
projects will have total project values (anticipating 50 percent cost
sharing between BDM-OK and Participants) of up to $5.0 million each.
Similarly Mid-term projects will have total values ranging from $5.0
million to $15.0 million each. One near-term and one mid-term awards
have been set aside for firms qualifying as small businesses. Some
significant needs identified for Class 4 reservoirs include development
and/or demonstration of: (1) methods of application for advanced
secondary recovery and enhanced oil recovery processes; (2) reservoir
characterization and reservoir management methodologies and associated
specialized data base design methodologies; (3) conceptual and
statistical reservoir models and deterministic (subsurface property
measurement) tools for reservoir characterization and their application
methodologies; (4) more cost-effective and user friendly reservoir
simulators; (5) improved drilling, completion, recompletion, and
stimulation technologies and production and injection operational
methodologies; and (6) cost-effective waste management and waste
minimization practices and methodologies for incorporation of
environmental factors into improved oil recovery project design. The
following information is provided only as a guide for potential
proposers considering participation in this solicitation for the Class
4 field demonstration program to help them anticipate the potential
eligibility of their projects. The proposed project site must be in a
U.S. Strandplain/Barrier Island (Class 4) reservoir, with evidence to
support belonging to Class 4 consisting of either (1) listing of the
reservoir in DOE's TORIS database as Class 4 (list included in the
RFP), or (2) convincing geologic evidence involving some combination of
citation of published literature concluding that the project reservoir
is of S/BI origin, and direct geologic evidence from subsurface
studies supporting S/BI origin of the proposed project area of the
reservoir. Proposing firms must qualify for participation under Section
2306 of the Energy Policy Act (EPACT), 1992, and must agree to provide
at least 50% of project costs. Fulfillment of the aforementioned
requirements is a necessary but not a sufficient criterion for
selection to participate in this program. Detailed requirements for
response to the solicitation will be described in the RFP. Multisite
projects, projects involving more than one firm, and projects involving
multiple technologies are acceptable. In the event of any conflict or
perceived conflict between this announcement and the language of the
