the National Heart, Lung, and Blood Institute (NHLBI) to negotiate on
a sole source basis under the authority of 41 USC 253 (c)(1) and FAR
6.302-1 with Calorimetry Sciences Corporation to purchase a
Nano-Differential Scanning Calorimeter System (Nano-DSC-C/3ATM-94A) for
installation in the Section on Protein Chemistry, Laboratory of
Biochemistry, NHLBI, Bethesda, Maryland 20892. The system will allow
accurate studies of thermally induced unfolding reactions as well as
the characterization of solution conformation and solvation of
oligomeric proteins at micromolar concentrations. The instrument must
meet the following minimum specifications: 1) the nano differential
scanning calorimeter will be capable of measuring absolute heat
capacity, 2) solid state (no water cooling) requirement for means of
heating and cooling, 3) capillary cell construction (0.9 ml volume
capacity) with cells made of 24-K gold with 99.99% platinum inlet
tubing, 4) both up-scan and down-scan capability, 5) pressurization up
to 3 atmospheres, 6) direct reading of block temperature and cell
temperature, 7) Resolution of scans = 16 bits (65536 steps), 8) rapid
response with a half-time of ~ 5 seconds, sensitivity at the 2 fcal/deg
level, and base line repeatability of 10 fcal/deg at 1 C/min, 9)
operating temperature range of 0 to + 125 xC with scan rates up to
2x/min in both heating and cooling directions. Interested parties may
identify their interest and capability to respond to the requirement or
submit proposals. This notice of intent is not a request for
competitive proposals. However, all proposals received within the
forty-five days after the date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
open the requirement to competition based upon responses received as a
result of this notice of intent will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. Oral communications are not acceptable and cannot be
honored. Interested parties may express their concerns in writing.
Written responses must contain clear and convincing documentation,
technical information and descriptions demonstrating the ability to
meet the stated requirement. All responses must be received within 45
calendar days from the publication date of this notice and should be
