503/326-3863. The U.S. Army Corps of Engineers is currently involved in
modernizing two (2) induction turbine/generator units and eight (8)
synchronous turbine/generator (main units in Building 160 at Rock
Island Arsenal, Rock Island County, Illinois. The requirement exists to
furnish and deliver two (2) new Francis type turbine runners and
rehabilitate appurtenances and to install same into existing water
passages; to furnish, deliver, and install two (2) new generators; to
furnish, deliver and install eight (8) exciters; to modify ten (10)
existing governors; to modernize the plant control system; and to
inspect, replace and/or rehabilitate miscellaneous generating unit
assemblies and components at the Rock Island Arsenal Hydroelectric
Plant. The requirement will be procured through the use of a
Competitive Negotiation Procedure which uses a Request for Proposal
(RFP) as the solicitation document. The RFP requires prospective
offerors to develop and submit a proposal that will be evaluated based
upon descriptive literature, qualifications, and competitive range
using the following selection criteria listed in descending order of
importance: 1) Plant Control System (functionality of submitted design,
operational requirements, software submittals, documentation, hardware
submittals and experience); 2) Turbine (organization design
experience, individual design experience, manufacturing experience,
organizational capabilities, project engineer experience, performance
characteristics, computer modeling capability, turbine-to-prime
contractor proximity; and turbine contractor-to-HDC proximity); 3)
Generator (experience with slow speed machines, reliability, and
overall experience); 4) Governor (forced outage rate, experience, O&M
manual usefulness, spare parts availability, and engineering support);
5) Excitation System (forced outage rate, experience, O & M manual
usefulness, spare parts availability, and engineering support); 6) Site
Visit; and 7) Price. The contract will be awarded to the firm
submitting the proposal considered to be the best in terms of the
technical evaluation factors and price that is determined to be in the
best interest of the Government and therefore, the project will not
necessarily be awarded to the firm submitting the lowest price
proposal. Specifications, including bid form and half size drawings
will be furnished at the cost of $70.00. Full size drawings will be
furnished at the cost of $175.00. All responsible sources may submit an
offer which shall be considered. The proposed procurement listed herein
