The U.S. Agency for International Development Mission to Cairo, Egypt (USAID/Cairo) intends to modify its contract with GTE Government Systems Corporation, under the Telecommunications Sector Support (TSS) Project, to develop a Network Operations Plan for the Arab Republic of Egypt Telephone Organization (ARENTO) using the authority specified in FAR Part 6.302-1. In this respect, GTE is considered the only responsible source given the fact that they are currently working with ARENTO on the development of the Network Operations Center (NOC) under the TSS Project. The Network Operations Plan will define the procedures and methods needed to update operations for the NOC as the network evolves and technology changes. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Further, the delays associated with fulfilling this requirement through competition will not permit the timely use of the plan for the development of the NOC.
