Assurance (OSMA) has a requirement for the performance of independent
verification and validation (IV&V) services on software associated with
the ISSA. The IV&V activities will be performed on the U.S. segments
for catastrophic, critical and high risk software systems including
flight software, Shuttle software which interfaces to ISSA software
when the Shuttle is docked with ISSA, and interfacing software of the
International station segments which are associated w/catastrophic,
critical, or high risk functions and/or operations. The primary
locations where support will be provided through this activity are the
NASA Software IV&V Facility in Fairmont, WV, and the Johnson Space
Center in Houston, TX. Support will also be required at ISSA contractor
locations in Huntsville, AL, Canoga Park, CA, and Huntington Beach, CA.
The following describes the front-end exclusion NASA will place on
potential respondents: The contractor shall neither be responsible for
providing software (includes firmware and COTS) covered by the SoW for
the ISSA Program as either a prime or subcontractor, nor have
contractual relationships with an ISSA prime of subcontractor such that
those relationships could be used to influence the reports of the
contractor. It is permitted that subcontractors have such
responsibilities/relationships as long as the allocation of work within
their contract is such that those responsibilities/relationships do not
result in a conflict. The following describes the back-end exclusion
NASA will place on the successful offeror: The contractor shall not be
eligible to participate in any NASA contract for or in support of the
ISSA that involves the provision of software covered by the SoW
contained in this contract. Subcontractors shall be allowed to
participate in such contracts only for software for which they do not
and will not have IV&V responsibility. THE SERVICES DESCRIBED ABOVE
WILL BE PROCURED BY NASA THROUGH FULL AND OPEN COMPETITION. The SIC
Code for this procurement is 7379, Computer Related Services (N.E.C.).
The subcontracting goal established for this procurement is 30% (15%
- SDB, 10% - SB and 5% - WO). The period of performance of the contract
to support this requirement will be approximately 8 years (10/1/95 -
6/30/2003). The Government anticipates the issuance of a formal RFP on
or about April 17, 1995 (draft documentation, if any, will be issued
on or about March 17, 1995). Firms interested in responding to this
