Call for expression of interest of interested parties in assessing wildland firefighting organizational culture with respect to leadership and safety. With human life at stake, and with traditional approaches employed to date, an external perspective is being sought to help all engaged with fire management to achieve both a passion and excellence in safety. Alternatives and products should include both long and short term actions to help move from the conceptual to execution for the ultimate protection of human life. The Contractor shall assist in recommending specific actions that will provide for effective leadership at all levels of all wildland Federal fire service agencies. The process shall include emphasis within four major areas of organizational culture, (1) leadership and safety, (2) potential future culture, (3) moving from current to future culture, and (4) leadership for excellence in safety.
