B -- ENERGY STUDY TO PERFORM TYPE ``A'' SERVICES FOR PROJECT AQRC942990, ENERGY AUDIT - BASE FACILITIES Sol. DAHA28-95-R-0006. POC: Contracting Specialist - CPT Simms, 609/530-6761. Point of Contact Lt Col Brangenberg, 609/645-6230. The services shall provide for Type ``A'' services (site investigation). Type ``A'' services shall include investigation of the current energy and water consumption levels and profiles for a variety of facilities and systems. The scope of work will require the identification of all cost effective system and facility modifications, adjustments, alterations, additions and retrofits. The project location is the 177th FG, New Jersey Air National Guard, Pleasantville, New Jersey. Selection of firms for negotation shall be through an order of preference based on demonstrated competence and qualfications necessary for the satisfactory performance of the type of professional services required. Selection criteria in order are (1) professional qualfications necessary for the performance of work, (2) specialized experience and technical competence in the type work required to conduct and evaluate an energy audit. (3) capacity to accomplish the work in required time, (4) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance periods, (5) location in the general geographical area of the project, and (6) volume of work previously awarded by the Department of Defense, with the object of effecting an equitable distribution of DOD A-E contracts among qualified firms. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit a complete Standard Form 254 and Standard Form 255 for this project. These forms shall be received within thrity (30) days of this publication to be considered for selection. These forms shall be provided to CPT Richard R. Thibeault, ATTN: Purchasing & Contracting, United States Property & Fiscal Office-New Jersey, 131 Eggert Crossing Road, Lawrenceville, New Jersey 08648-2898. If a current Standard Form 254 has been previously submitted, a letter stating so should be submitted within the time frame to assure consideration; however, a current Standard Form 255 is still required.
