source is sought for Space and Missile Systems Center (SMC) Rocket
Systems Launch Program (RSLP) Logistics Support. This synopsis is for
information and planning purposes only, does not consititute an IFB or
RFP, and is not a commitment by the government. This procurement will
continue current levels of logistics support for deactivated
operational Minuteman (MM) missiles, and unique research and
development missiles, and for their associated ground support systems.
The contractor will be required to (1) provide extensive weapon system
engineering analysis for booster, aerospace vehicle equipment (AVE),
and facility modifications required for RSLP's unique R&D mission; (2)
provide engineering and technical support for the conduct of launch
operations; (3) maintain deactivated weapon system facilities, AVE, and
unique R&D systems; and (4) provide stores management for government
furnished equipment and missile hardware at Vandenberg AFB and Ogden
Air Logistics Center. The anticipated period of performance is three
years beginning August 1995. The effort will include 2 options for
enhancement of the effort executable during the period of performance.
If necessary, a ninety (90) day period of cross training will be
provided for the purpose of familiarizing the the contractor with
facilities and processes used at the launch sites. A secret security
clearance is required in the performance of this effort. Qualification
statements must (a) indicate how competence/capabilities were
obtained, and (b) contain sufficient information to permit evaluation
of degree of competence/capability to meet items ''1'' through ''4''
above. Prospective contractors must submit evidence substantiating,
either alone or in a teaming or subcontracting arrangement, that the
qualification requirements listed below can be met. Contractors must
have a thorough understanding of and experience in: 1) design and
operations of MM ICBMs, associated systems including launch facilities,
2) necessary analysis, testing, and design required for modifying MM
ICBM missile systems and facilities for unique R&D missions, 3) launch
operations of operational and R&D MM ICBM's, 4) maintenance
requirements for operational and R&D MM systems including launch
facilities, and 5) liaisons with operational Air Force logistic system
for receipt and maintenance of R&D stores. The government encourages
any small business having interest and capability to participate. All
responses will be considered and must be received within fifteen (15)
