A -- POLLUTION ASSESSMENT AND PREVENTION SOFTWARE FOR CHEMICAL INDUSTRY PROCESS SIMULATORS SOL Process Simulation-001. Contact Point - Carl A. Brunner, 513/569-7655. USEPA's Risk Reduction Engineering Laboratory (RREL) will be issuing a "Request for Pre-Applications" (RFPA) to solicit Pre-Applicatins for development of pollution assessment and prevention software that can be utilized in combination with steady state process simulation software windely used in the chemical industry. This project will be cooperatively supported by EPA and the Office of Industrial Technologies of the Department of Energy. The initial objective of the pollution assessment part of the project is to develop a methodology for comparing the pollution in waste streams from an existing series of processes and operations or from a newly designed series of processes and operations with applicable federal enviromental regulation data. This effort would be followed by the development of an approach to prioritizing these streams for application of pollution reducton or preventive methods. The objective of the pollution prevention part of the project is to develop software for a variety of pollution reduction or prevention approaches that are compatible with existing process simulator software. Options might range frm relatively simple capabilities such as changes in operating conditions to more complicated in-plant recycle to much more complicated changes involving new raw materials, alternative main processes, new catalysts for chemical provesses and new purification or separatin alternatives. A multi-year cooperative agreement is visualized (up to 5 years) with funding of up to $350,000 for FY95 and, contingent upon availability of funds, similar levels of support for later fiscal years. A minimum of 20% of government project funds must be provided by the applicant. This solicitation will be made under the statutory authority of the Clean Water Act, as amended, the Clean Air Act, as amended, and the Solid Waste Disposal Act, as amended. This notice is intended as a request for letter of interest only from non-profit educational institutions and research organization, and not-for-profit entities. For-profit groups should not apply because the statutory authority under which this program will be conducted does not allow EPA to enter into Cooperative Agreements with for-profit organizations. The specific outputs frm the Cooperative Agreement will be negotiated between RREL and the successful applicant. As a minimum these will include quarterly progress reports and annual summaries of completed work. The most important outputs will be, however, the various pieces of documented software which will be made available to companies producing process simulation software and related computer programs. Responses to the RFPA are estimated to be due to the Risk Reduction Engineering Laboratory by Close of Business April 21. The actual date will depend upon the date the RFPA is issued. In response to letters of interest RREL will send out the RFPA which will describe requirements for the Pre-Application. Pre-Applications must be no longer than thirty (30) pages and must be submitted in accordance with the RFPA. Pre-Applications will be thoroughly reviewed and evaluated using guidelines set forth in the RFPA. The Pre-Applicant submitting the highest rated RFPA will be invited to submit for funding consideration a Cooperative Agreement application including a complete project proposal.
