Allerton Street Boston, MA 02119 The Department of the Navy is planning
to issue a solicitation for this project at approximately the
August/September 1995 time frame. This construction project (work)
entails ten construction projects ranging in price from $2,000,000 to
$100,000,000 each and includes construction of new dormitories,
classroom facilities, modernization of existing laboratories and
classroom buildings, construction of a new admin building, and
infrastructure & utility improvements. The planned BEQ project will
provide for two multi-story buildings to house 2,800 Navy personnel.
The ''A'' School/Power School BEQ will house 1,275 students in 266,475
sf. The ''C'' school BEQ will house 1,525 students in 382,886 sf. Both
BEQ's must conform to current Navy BEQ criteria. Total cost of the
consolidated procurement is estimated at $150,000,000 to $200,000,000.
It is anticipated that there will be a base contract with several
options. These options will be exercised during the base period of the
contract. Since the construction schedule for this project is
extremely compressed, sequencing of construction will reduce the
construction period to 180 days for an admin building and utility
upgrades; and a maximum of 18 months for the construction of 2 BEQ's
and 2 training labs. Due to the tight site constraints, construction
will involve magnified security and traffic considerations.
Construction will be done simultaneously in several areas and the
contractor will have to coordinate all work effectively. Close
coordination and management of the project will be essential in order
to meet the completion schedule. As a means to assure small business
interests are protected, a small business subcontracting plan is
required and must include NAVFAC's set-aside preference goals of 65%
for small business and 15% for SDB. The prime contractor will be
required to meet these goals to the maximum extent possible. This
project is being issued on an unrestricted basis. The estimated cost
range is: $150 million to $200 million. The SIC code established for
