R -- SUPERFUND TECHNICAL AND ANALYTICAL SUPPORT SOL W500011-G1 DUE 032395 POC Contact Point, Lynette Gallion, (202)260-9791, Contracting Officer, Teresa Lau, (202)260-6014 The Environmental Protection Agency (EPA), Office of Emergency and Remedial Response (OERR) anticipates awarding a Cost-Plus-Fixed-Fee (CPFF), Level-Of-Effort (LOE) contract set-aside for small business participation only to provide technical and analytical services to support the EPA in planning, managing, implementing and evaluating the Agency's Superfund program. The Analytical and Technical Support contract will consist of a five-year contract. The total anticipated Loe is 230,000 professional and technical hours. The Government has determined that Response Action Contractors (RACs) as defined in the Superfund Amendments and Reauthorization Act of 1986 (SARA) Section 119(e)(2) will be ineligible to compete for award of this procurement. Accordingly, contractors holding any prime or subcontracts under the following contracts will be ineligible for award of this contract : Alternative Remedial Contracting Strategy (ARCS), Field Investigative Team (FIT), Emergency Response Cleanup Services (ERCS), Technical Assistance Team (TAT), Technical Enforcement Support (TES), Superfund Technical Assessment and Response Team (START), Time Critical Rapid Response (TCRR), and Response Action Contraacts (RACs). Additional information regarding the RAC restriction and details defining who is considered a RAC contractor will be contained in the RFP. It is anticipated that the RFP will be released approximately thirty (30) days after publication of this announcement.
