for International Development (USAID), acting through the U.S. Agency
for International Development's Mission to Egypt (USAID/Egypt), is
seeking proposals from qualified U.S. firms for a three-year
cost-plus-fixed-fee with a two year option for Technical Support
Primarily to the Ministry of Economy and Foreign Trade (MOE). The RFP
will be a performance based, results oriented type contract. This will
require the services of a long term team of advisers, both expatriate
and Egyptian, to work primarily on issues relating to deregulation and
foreign trade policy reform. The team will include approximately three
expatriate advisors and three Egyptian experts together with short
term experts and support personnel. The team will be expected to: 1)
assist the MOE with the development and implementation of relevant
policy reform research and implementation plans; 2) undertake in
cooperation with MOE counterparts key research studies; 3) strengthen
the human resources base of the MOE through the provision of long term
advisors, short term experts, as well as short term training and
seminars; and 4) provide commodity support that allows the MOE to
function more effectively. Contractor's personnel will work in MOE
offices in Cairo, Egypt. The Contractor's personnel staff will have
experience and education to support the required deliverables.

Proposals will be due 45 days from issuance of the solicitation

offer which will be considered. The U.S. Agency for International
Development (USAID) encourages the participation to the maximum extent
possible of small business concerns, small disadvantaged business
concerns and women-owned small business concerns in this activity as
prime contractors or subcontractors in accordance with Part 19 of the
Federal Acquisition Regulation. In this respect, it is anticipated that
the prime contractor will make every reasonable effort to identify and
make maximum practicable use of such concerns. All other evaluation
criteria being found equal, the participation of such concerns may
