(DOC) has a requirement for telecommunications support services,
primarily for its main building at 14th & Constitution Ave., NW,
Washington, DC. Services include a contractor-manned operations office,
telephone repairs, moves, changes, and disconnects, and inventory
maintenance. The requirement is included in the Office of Federal
Procurement Policy's pilot program on performance-based service
contracting. DOC is seeking comments on its DRAFT Request for Proposals
(RFP). The DRAFT RFP is for information and planning purposes only and
should be issued in late March or early April, 1995. It is anticipated
that industry will be allowed 15-21 calendar days for comment from date
of issuance of the DRAFT RFP. The exact due date for responses will be
included in the DRAFT RFP. The period of performance will be 10/1/95
through 9/30/96 plus 4 option years. The requirement is under SIC Code
8999 (size standard $5M) and is reserved for small business (see Note
No. 1). However, large businesses and trade organizations may also
comment on the DRAFT RFP. All requests for the DRAFT RFP must be in
writing by fax (202/482-4988) or mail (Attn: Marcia Keating, Rm. 6516).
DOC will publish another announcement at a later date prior to issuing
