Space and Strategic Defense Command (USASSDC) intends to enter into a
noncompetitive contract for research and development services with
Hughes Aircraft Company to exploit design, development and component
testing of a solid-state hetrodyne detection ladar, developed under the
Ground Based Interceptor Experiment (GBI-X) Program. The name of the
program has been changed to the Exoatmospheric Kill Vehicle (EKV)
Program. The contract will call for a phased program which will step
the development through a breadboard ladar and, subject to an option,
a brassboard ladar. The design and development effort has been within
the context of the EKV National Missile Defense (NMD) mature threat
scenarios in unison with an EKV passive sensor. The subject design
effort is the continuation of a design effort which was initiated by
Hughes Aircraft Company and since significant progress has been
attained toward bringing this discriminating interceptor ladar to
fruition, including time and the investment of considerable monies,
this effort will be continued with Hughes. The period of performance
for the ladar breadboard completion shall be 24 months. The period of
performance for the brassboard option phase will also be 24 months. The
effort requires a SECRET facility clearance. No foreign subcontracting
participation has been experienced nor is it expected. Because of the
requirement to exploit effort in which the government has invested
considerable time and money and the need to position the technology for
timely technological infusion into the NMD on a schedule which meets
NMD objectives, the action is directed to Hughes Aircraft Company under
the Federal Acquisition Regulation (FAR) 6.302-1. This notice is not a
request for proposals, however, responses received from this notice
will be considered in accordance with FAR 15.402. All responses should
be directed to CSSD-CM-MN/Judith Staggs and must be received within
fifteen (15) days after the date of publication of this synopsis. No
