Officer, 703/875-6286. The U.S. Department of State, Office of Foreign
Buildings Operations (FBO) is seeking to pre-qualify offerors for
mechanical/electrical rehabilitaton and interior renovation of an
existing Consulate Office Building in Shanghai, China. This acquisition
is a 100% Small Business Set-Aside. Only American small businesses with
average annual receipts not exceeding $17 million during the past three
years are eligible. The work includes mechanical, electrical and fire
alarm upgrades for the Consular Office Building and conversion of an
apartment to office use. The project also includes providing a new Post
generator, main transformer, and switchgear in a new utility building.
The performance period is expected to be 21 months. The estimated
value of construction ranges from $1,000,000 to $5,000,000. The
successful contractor will have to obtain a license to do business in
China from Shanghai government officials and may be required to
subcontract a portion of the work to a local Chinese firm. Prospective
offerors must meet the following pre-qualification criteria, and
provide details of their qualifications in writing, in order to receive
the solicitation: A) provide data assuring financial capability of
performing the work; B) show completion of similar projects between
$1,000,000 and $5,000,000; C) show successful completion of
construction and renovation projects overseas; D) show successful
completion of similar projects within the United States; and E) show
completion of construction or renovation projects where the facility
was operational during construction. Prospective offerors, including
all entities comprising a joint venture, must possess a Department of
Defense (DOD) final Secret facility security clearance (FCL) and final
Secret clearances for their personnel who will travel to Shanghai for
the pre-proposal conference. The successful offeror must possess a Top
Secret FCL with Secret safeguarding capability prior to submission of
best and final offers. Additionally, contractor personnel must possess
Top Secret security clearance and be approved by the Bureau of
Diplomatic Security prior to deployment to Shanghai. Offerors are
requested to submit their appropriate CAGE Code together with the other
pre-qualification documentation. All pre-qualified offerors will be
required to comply with security requirements, as defined in DOD
Industrial Security Manual for Safeguarding Classified Information (DOD
5220.22 M). Interested contractors must request, by mail or facsimile,
a pre-qualificaton application within 15 days of publication of this
