Endangered Species Act (ESA) of 1973, as amended, industry compliance
has been inadequate regarding the National Marine Fisheries Service
(NMFS) regulatory use of the Turtle Excluder Device (TED). A NMFS/ESA
Biological Opinion, dated November 14, 1994, has determined shrimping
to jeopardize the continued existence of the Kemp's ridley turtle and
is likely to prevent the recovery of loggerhead turtle populations. A
three- day facilitated workshop is needed to address the TED compliance
issue. The workshop will meet in the St. Petersburg/Tampa, FL, area.
The contractor will, prior to the workshop survey affected parties and
determine the appropriate level of workshop participation by such
parties. Affected parties include, but are not limited to, state and
federal law enforcement agents, federal attorneys, sociologists, social
anthropologists, economists, shrimp and TED gear specialists,
regulators, environmentalists, and industry commercial shrimpers who
are involved with and impacted by TED regulations. The workshop will
define what the problem(s) is regarding proper use of TEDs. Options or
possible corrective actions will be developed and preferred
alternatives will be selected as the appropriate tactic to be used to
gain compliance with the TED regulations. An action plan to accomplish
enhancing compliance will be designed and documented for use by NMFS.
A final report with supporting documentation is also required.
Evaluation criteria (in descending order of importance (2. and 3.
equal)): 1) Have demonstrated experience in use of problem solving
methods and/or techniques applied to federal government natural
resource conflict issues and problems. 2) Have ability to facilitate a
three-day workshop employing computer assisted consensus reaching
techniques. 3) Workshop facilitator should have appropriate credentials
to demonstrate expertise in the field of assessing technical needs and
problem identification in relationship to organizational goals and
objectives, e.g., published materials and information on methodology of
evaluation of technical objectives in relationship to desired outcomes.
4) Have the ability to apply interpretive structure modeling and
trade-off analyses during the workshop. 5) Familiarity with federal
natural resource agencies. Anticipated delivery for this requirement is
May through June, 1995. The SIC for this effort is 8743, Public
Relation Services. THIS IS A 100% SMALL BUSINESS SET-ASIDE. All
