approval for the following contract work under HUD's Comprehensive
Grant Program (CGP) for Project IL84-1, IL84-2, and IL84-4:
IL84-1/OAKLAWN APTS./80 Family Units: 1. Replace Dwelling Unit Windows.
2. Install Dumpster Screens. 3. Replace Concrete Courtyards. 4. Install
Additional Sidewalks. IL84-2/Longview/108 Unit Elderly Hi-Rise: 1.
Repair Emergency Lighting System. 2. Repair Fire Alarm. 3. Add
Automatic Recall to Elevator. 4. Install Magnetic Door Holders on
Stairways. 5. Install New Grab Bars in Bathrooms. 6. Seal Brick at
Stairwells. 7. Renovate Laundry Room. 8. Replace Stairwell Windows. The
project consist of a 9 story elderly hi-rise with community space for
tenant use and 20 two story buildings with four units per building plus
a community building for tenant use. If yor are interested in
submitting a proposal to provide professional services (A/E Services)
by preparing specifications and bid documents and supervise work on all
of the items described above, please respond by providing the Housing
Authority with the following information by the closing date for the
acceptance of proposals which is March 3, 1995 at 3:00 p.m.: 1. A
letter of interest. 2. Demonstration of understanding of the
modernization program. 3. Evidence of the firms ability to perform the
work as indicated by profiles of the principals' and staffs'
professional and technical competence and experience and their
facilities. 4. Capability to provide professional services in a timely
manner. 5. Evidence that your firm is currently licensed or registered
in the State of Illinois to perform the above services. 6. Past
performance in terms of cost control, quality of work, and compliance
with performance schedules. 7. Knowledge of local building codes and
504/ADA accessibility requirements. Certified statement that the
Architect/Engineer or firm is not debarred, suspended or otherwise
prohibited from professional practice by any Federal, State, or Local
Agency. Selection of an architect/engineering firm will be made on the
basis of the following criteria: 1. Experience in similar work
(possible 20 points). 2. Experience in HUD CIAP and CGP work (possible
20 points). 3. Experience in HUD Modernization Standards and HUD
Minimum Property Standards (possible 15 points). 4. Experience in
implementation of Section 504 of the Rehabilitation Act of 1973, as
amended, Non-discrimination based on handicap (possible 15 points). 5.
Availability and ability to implement schedule (possible 20 points).
6. Familiarity with Fulton County Housing Authority's projects
(possible 5 points). 7. Minority Business Enterprise (possible 5

should address all the criteria listed herein and must be received in
