Management Center (NISMC) intends to negotiate with U.S. West
Communications, Inc, Bellevue, Washington, on a sole source basis to
continue current CENTREX telephone service with analog functionality
for Puget Sound Naval Shipyard and its tenant commands. The approximate
number of telephone stations involved with this action is 7,500.
Service includes outside plant, direct Inward and Outward Dialing from
US West's Central Office and all maintenance and service
responsibilities defined in the Washington State Utilities and
Transportation Commission's Communications Rates and Tariffs. The
service will also provide connectivity to DSN and FTS 2000. The
proposed procurement will be conducted under 10 U.S.C. 2304 (c) (1)
implemented in FAR 6.302-1 ''Only one responsible source''. The
proposed three year contract (one base year with two one-year options)
is viewed solely as an interim contract solution until the competitive
follow-on contract is awarded. A 3 year period is the estimated amount
of time required to establish and approve the requirements, solicit
and award the follow-on contract and transition/cutover to the
successful vendor. Written responses only must be received by this
