Wiesnoski,213/894-3825 The General Services Administration (GSA) seeks
a firm with experience in design and construction project management
to provide services for design phase review, project administration,
construction management, and quality assurance for a new Federal
Building/U.S. Courthouse in Las Vegas, Nevada, project number NNV04500.
Currently, the schedule is as follows: Concepts design March 95 through
March 96 and Design/Build construction July 96 through March 99. The
project scope includes the design and construction of a 340,000 gross
square foot courthouse, which includes a 121 car garage and a 200 car
parking lot and landscaping. The building will be constructed with an
initial compliment of 12 courtrooms and will hold additional courtrooms
in the furture. GSA is seeking a firm with qualifications and
design/build experience in managing the design and construction of
similar sized buildings comprised of courts and court related
facilities. All services shall be performed under the direction and
supervision of professional architects and engineers. Primary design
management services will include, but not limited to, review of design
documents including design developmnet and working drawings submittals
for constructibility and value engineering. The CM will assist GSA in
developing a Request for Proposal (RFP) document for a design/build
contractor. This document would include the definition of the proposed
contract, delineation of project issues and the preparation of an
appropriate performance specification to serve as a basis for the
design/build contract. The CM will assist in the development of
evaluation criteria to assess the proposals submitted, and will be
integral to the selection of the successful design/build firm. During
construction, services will include project coordination and reporting,
cost and schedule control, review of submittals, contract
administration, claims analysis and litigation support and other
contract quality assurance functions. The estimated total construction
cost is between $50,000,000.00 and $75,000,000.00. Selection will be
based on the following three evaluation criteria: (I) PROJECT TEMA
(40%)-Education & background, qualification, professional licenses and
affiliations of principal team members, the team's demonstrated
ability of working together to provide similar relevant services to
public and private sector clients (with references). (II) EXPERIENCE
(35%) Background with respect to design and construction management for
this type of project and service specified in this solicitation
relevant experience with Federal agencies and knowledge of applicable
Government regulations, local area experience, and demonstrated ability
to render professional services in a responsible manner to further the
client's interest. (III) MANAGEMENT & ORGANIZATION (25%) - The firm
(and its consultant's) capability to staff the project with qualified
personnel in relation to its current workload, ability to effectively
respond to workload fluctuations and to accomplish work within
established schedules, ability to provide qualified employees from
within their ongoing full time staff, management approach to performing
the work, demonstrated continuity of personnel, adequacy of support
facilities. Consideration will be limited to firms with an active
office in Arizona, California or Nevada. The successful offeror will be
required to properly staff an office at the job site for the duration
of the construction phase. A joint venture of firm/consultant
arrangements(s) will be considered and evaluated by the demonstrated
interdependence of the members and ability to provide quality design
and construction management services. At least one key member in any
proposed joint venture must have an existing office within the stated
geographic limits. Small and minority businesses under the Small
Business Competitiveness Demonstration Program. In accordance with
Public Law 95-507, an acceptable Small Business and Small Disadvantaged
Business Subcontracting Plan will be preaward submission requirements
are invited to submit by April 18, 1995 Standard Form 254 and 255,
along with a statement of the current workload of the firm, and
detailed information concerning two selected projects which demonstrate
the firm's ability to provide similar relevant services, as required by
the evaluation criteria under EXPERIENCE. A shortlist of the top firms
(between 3 to 5) based on the above criteria will be notified for
personal interviews from which a final contract is contingent upon
