CECOM's requesting proposals for the acquisition of Battery BA-6516,
NSN: 6135-01-231-3408. Battery is used with the AN/PVS-6 MELIOS.
Previously solicited under DAAB07-94-R-G521, cancelled with no
acceptable offer in December 1994. Solicitation shall be unrestricted.
Contract shall be indefinite delviery - indefinite quantity type for
a three year period. CECOM guarantees the acquisition of 16,500
batteries up to a maximum of 30,000 each by means of delivery orders.
Each delivery order shall include destination, shipping and delivery
information. Initial delivery shall be 270 days after award. Present
chemistry of BA-6516 is Lithium Thionyl Chloride. Offerors are
encouraged to submit and CECOM will evaluate alternative
non-rechargeable lithium chemistries for this acquisition. Current
specifications are MIL-B-4946/B (ER) dated 03 June 1991 and
MIL-B-49461/1C dated 12 August 1993. For this acquisition the following
technical requirements shall pertain: Fresh Capacity is 0.75 Ampere
Hours; Cold Temperature Requirement is 0.35 Ampere Hours; Current Pulse
Requirement is 0.80 Amperes. Eight (8) Hardware samples must be
submitted with the proposal (no matter what chemistry is proposed).
Samples must pass all testing to be considered for award. Solicitation
shall contain all pertinent technical information including
Requirements for Submission, Basis for Award, Factors to be Evaluated
and Evaluation Approach. Award shall be made to the Offeror providing
the best overall value to the Government, based on price and the
capacity provided at -20 degrees (f) and +70 degrees (f) beyond the
minimum requirement. Solicitation shall be issued on or about 15 March
1995. U.S. Army CECOM has established an Electronic Bulletin Board
(EBB) to provide electronic transmittal of Request for Proposals (RFP)
as of 01 January 1995 HARD COPIES WILL NO LONGER BE DISTRIBUTED. All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB, you will need an identification code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. Detailed
information regarding system requirements is contained in the U.S. Army
CECOM EBB User's manual. A User's Manual, Identification Code and
Password will be issued upon request. All requests must include 1)
