817/222-4335. The Federal Aviation Administration, Southwest Region,
intends to solicit and award a contract on an other than full and open
competition basis consisting of ARCATA, Inc. of North Las Vegas,
Nevada providing Radar/Video Compression/Deompression Systems,
accessories, installation and testing, and maintenance training for
Longview and Tyler, Texas municipal airports, the Federal Aviation
Administration, Southwest Region. The equipment must accept Airport
Surveillance Radar 8 (ASR-8) Radar Trigger, Digital Azimuth, MTI video
and normal video outputs. It must compress and encode these signals in
a format compatible for transmission on one leased T1 data circuit. It
must decode and decompress the composite T1 data to reconstitute the
ASR-8 and ATCBI-4 signals. It must be compatible and interface with the
DBRITE and the Solid State Beacon Decoder (SSRBD) equipment. The one
RVCS unit is made up of two main assemblies, a transmitter
(encoder/compressor) and a receiver (decoder/decompressor).
Transmission and processing of the signals between the transmitter and
the receiver must not exceed 45 milliseconds. The provider must
install and test the above described equipment to ensure interfacing
with the equipment located at the various facilities. The provider will
conduct on-site maintenance training including training material for
the Electronics Technicians involved with the equipment. This
procurement is sole sourced based on the fact that previous IFB's
throughout the nation have failed to receive a responsive bid from any
other company. Companies interested in this procurement may request
