Calls Will Be Accepted. MYSTIC STAR SPECIAL AIR MISSION (SAM) NETWORK
CONTROL STATION (NCS) AND FOUR REMOTE SWITCHING UNITS (RSUs) LOGISTIC
AND TECHNICAL SUPPORT. This is a Sources Sought Synopsis to determine
if there are private sector offerors interested and capable of
providing Mystic Star System logistic and technical support to the Air
Force. The Mystic Star System provides secured and unsecured data and
voice communications for Air Force One and VIP Aircraft through a HF
and satellite worldwide network. The Mystic Star contractor provides
all personnel, equipment, tools, materials, supervision, and other
items and services necessary to provide logistic and technical support
to the Mystic Star System. The logistic support (end item and printed
circuit card repair) may require test jigs and models for modification
and repair. The Air Force requires worldwide technical and logistic
support of the RSUs as well as service to support a wide range of areas
including engineering support, system fault isolation, system level
end-to-end expertise and software/firmware maintenance. Required
technical services consist of the following five general areas: 1)
Depot Logistic Support for the repair and/or replacement of commercial
off the shelf (COTS) and non-COTS (Mystic Star unique) line
replaceable units (LRUs), assemblies, subassemblies, bit and piece
repairable removed from the NCS or RSU; 2) Technical and Operational
Support with two on-site contract personnel, responsible for providing
maintenance and operational support to the Air Force to include
training of AF personnel; 3) On-Site Systems Engineering Support
includes modification analysis and required documentation to support
modifications and required interfacing to COTS and non-COTS equipment;
4) Worldwide Emergency Technical Support to cover technical problems
encountered on the Mystic Star system beyond AF capabilities; 5)
Maintenance and Upgrade for Software/Firmware Support provides for
model computer code and firmware maintenance, error correction, and
development upgrades to the Mystic Star Communications Management
System and associated pre-and post-processors. The protocol converter,
network interface equipment and various other communication components
are critical to the operation of the system and are proprietary
hardware and firmware belonging to the incumbent contractor. The
ability to repair or replace these items as needed is essential to the
performance of this contract. The Government does not have Level III
drawings or rights to the technical data to provide to potential
suppliers. Additionally the contractor must provide support for
hetergeneous computer systems hardware, software, and operating systems
to include, but not limited to, 1960s Hewlett Packard and 1970s Digital
Equipment Corporation Systems. Contractor personnel must have a Top
Secret clearance. At this time the government has no firm requiement
for this acquisition and will use the information obtained from this
notice to evaluate the capabilities of the marketplace. All interested
parties should provide, at no cost to the government, full descriptive
literature, limited to 10 pages, demonstrating their abilities to
provide the above notice. To be considered capable, parties must
demonstrate the following: 1) complete knowledge of the Mystic Star
Communication System and peculiarities and ability to respond promptly
to any question pertaining to the system; 2) past performance as
pertains to relevant experience in all of the above five general areas;
3) corporate capabilities in the areas of communication engineering,
software engineering, logistic and depot support, field service
engineering support and logistic support procurement; 4) how the
offeror will address the proprietary issues; 5) how the offeror will
address antiquated systems; 6) the ability to be fully functional upon
award. All of the literature provided in response to this synopsis
will become the property of the Government and will not be returned.
The requested information must be provided to the 89 Contracting
Squadron, 1419 Menoher Drive, Andrews AFB, MD 20331, Attention: Stacy
