Officer, (703) 325-1200. The Defense Nuclear Agency (DNA) intends to
award a sole source contract to the National Research Council which can
provide unbiased technical review, advice, and guidance on the TOPAZ
International Program (TIP), with a goal to develop new commercial
products from former military space power technology of the former
Soviet Union. DNA will assume full programmatic responsibility for the
TIP in FY96 as the TIP is being transitioned from the Ballistic
Missile Defense Organization (BMDO) to DNA in FY95. The National
Research Council, by virtue of the inherent differences between a
publicly funded national body of scholars and a private enterprise
operated for corporate benefit, is able to render independent advice of
unparalleled objectivity. All responsible sources must provide written
documentation demonstrating identical or equal capability in the
