National Institute of Environmental Health Sciences intends to
negotiate a contract with University of Illinois, School of Public
Health, Chicago, Illinois, 1) to obtain and validate the reproductive
database of the Children of Ukraine study for the 3000 participants who
contributed biological samples (this consists of 3 questionnaires from
the parents and medical records on the pregnancy) 2) to obtain
existing environmental measurements in the study sites and evaluate
their validity; 3) to describe placental pathology in the study cohort
and to identify any associations with reproductive outcome or with
adverse reproductive effects with levels of environmental pollutants to
include metals, organo-chlorine pesticides, PAHs, and radiation.
Authority: 41 USC 253(c)(1), as set forth in FAR 6.302-1. The proposed
project is an extension of a pilot study conducted for the NIEHS by
the University of Illinois Ukrainian Environmental Health Project and
the Ukrainian Institute of Pediatrics, Obstetrics and Gynecology. The
project capitalizes on a group of multinational studies initiated in
1985 by the World Health Organization studies known as the European
Longitudinal Study of Pregnancy and Childhood (ELSPAC). The University
of Illinois has responsibility for overseeing the Ukrainian portion of
ELSPAC studies and is the only organization that can provide data
associated with the samples collected during the pilot study. Because
the ELSPAC studies are currently in progress, the Government will be
able to obtain these data much sooner than if a new study were
initiated by the NIEHS. The costs associated with initiating a new
study in an effort to obtain the same type of data would be
unreasonable considering that the data already exist, and the lack of
convertible currency and contract law in Ukraine make contracting
directly with the Ukrainian Institute unfeasible for the U.S.
