Is A REQUEST FOR INFORMATION FOR PLANNING PURPOSES ONLY, DOES Not
CONSTITUTE A SOLICITATION, AND SHALL NOT BE CONSTRUED AS A COMMITMENT
BY THE GOVERNMENT. The U.S. International Trade Commission
(Commission), Office of Finance and Budget (OFB), would like to
institute an in-house multi-dimensional financial analysis system. The
proposed system would be a supplement to the Commission's accounting
system and will allow OFB and other Commission staff to perform ad-hoc
queries and multi-dimensional financial analyses against the
Commission's budget and personnel data. The standard configuration of
office automation at the Commission is a general purpose agency-wide
local area network. This network consists of Compaq file servers
running Banyan/Vines 5.53 software and personal computer workstations
running Microsoft Disk Operating System (MS-DOS) and Windows (WIN) 3.1,
which are connected to servers in a series of IBM Token rings (the
''Network''). The Network provides agency-wide electronic mail,
word-processing, spreadsheet and database services, printer sharing,
and document and file-sharing capabilities. REQUIREMENTS. The
Commission contemplates award of a fixed-price contract for the design
and implementation of an in-house multi-dimensional financial analysis
system to include the following functionalities: (1) The financial
analysis system must be capable of multi-dimensional analysis of
budget, accounting, and personnel data using an online analytical
processing (OLAP) model or equivalent process. Users must be able to
contrast and compare as many financial dimensions as is necessary to
produce (i) meaningful financial analyses of past and current data and
(ii) ''what if'' scenarios and financial projections for future
periods. (2) The system shall operate as a data warehouse of financial
management data. Data shall be imported into the system from existing
accounting, payroll and workyear systems on a scheduled basis.
Operation of the financial analysis system must not impact existing
accounting and budget transaction processing requirements. The system
must be able to process imported data in the formats provided by the
existing accounting system. (3) The system must operate in a
client/server environment, provide for 15 concurrent users and be
expandable if required to 30 users. Users shall be able to access the
same financial data simultaneously. Data must be stored in a central
server or repository, with client workstations enabled to query and
display data locally. The system must be compatible with the existing
network configuration running under Banyan/Vines and MSDOS/WIN3.1. (4)
System response time for analysis manipulations must be performed in
real-time. (5) The client front-end, shall be designed by the offeror
to Comission requirements, and shall be presented in Lotus 123
spreadsheet format by default. The system shall also be capable of
producing custom and ''ad hoc'' applications and reports if necessary.
The system shall support Lotus 123 for Windows Version 2.01 and shall
be able to take advantage of all offered 123 functionality. (6) The
offeror shall design reports based on Commission requirements. (7)
Users should have drill-down and drill-up capabilities for each
financial dimension in which multiple levels of detail are contained in
the data model. The system must also be capable of sorting and
expanding the data shown on the spreadsheet to match the level of
financial analysis. (8) The system must be able to store financial data
for an unspecified historical period. The amount of historical data
stored in the system should be limited only by disk storage capacity.
(9) The system shall have the capability of performing edits and writes
to the database, as necessary from the contractor designed front-end,
for purposes of budgeting and other forecasting techniques. (10) The
system shall implement security at the user and group levels, and shall
allow any dimension or part of a dimension to be hidden from specific
users or groups. Users shall log into the system via password. (11) The
system must support multi-user access of approximately 15-30 users
having 486 Personal Computers running MSDOS/WIN3.1. The Offeror shall
provide hardware specifications for the central server (to be provided
by the Commission) on which the financial analysis system will be
loaded. (12) The Offeror must provide systems integration services to
incorporate applications software and report modules into the
Banyan/Vines network operating system for 20-30 users in a multiuser
environment. (13) The Offeror shall provide software support services
during the principal period of maintenance (PPM) of 8:00 a.m. to 6:00
p.m., Monday through Friday, excluding Holidays for the software. The
Offeror shall provide all general software releases, documentation
updates, software maintenance bulletins and manufacturer-issued
''patches'' and corrections for the software. (14) The Offeror shall
train up to 20 users in the use of Lotus 123 spreadsheets in
conjunction with the central server. The training should include all
manuals as appropriate, whether offeror developed or publications of
the database vendor. OFFEROR'S EXPERIENCE: The offeror implementing the
system must meet the following requirements: o Must have implemented a
multi-dimensional financial analysis systems in medium to large size
organizations. o Must have demonstrable budget experience and expertise
in financial data modeling and analysis. o Must have prior Banyan/Vines
experience. Three copies of offeror's proposed software systems and
qualifications must be received not later than fifteen days from
publication of this synopsis. All responses will be reviewed and
evaluated. THE DECISION TO ISSUE A SOLICITATION RESTS SOLELY WITH THE
COMMISSION. If A SOLICITATION IS ISSUED A SECOND NOTICE WILL BE
