The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD provides notification of intent to place a delivery order against one of the following GSA nonmandatory ADP schedule contracts (or current schedule contracts) to procure a video teleconferencing (VTC) system to support the Tactical Aircrew Combat Training System (TACTS) Remote Advanced Display and Debriefing (RAD) subsystem. The requirements for this system are BRAND NAME OR EQUAL to one of the following: PictureTel VTC system consisting of the S-4427, OP-1E, DOC, DM427, RS-449, VSA-NA and VCR components (available under GSA contract GS00K92AGS0413-PS02); VTEL BK227 Benchmark Dual 27'' monitor system (available under GSA contract GS00K92AGS0411-PS02); or Compression Labs VTC system (available under GSA contract GS00K94AGS0422-PS01). Delivery to NAWCAD, Patuxent River, MD is required. Request for Quotation (RFQ) N00421-95-Q-1904 is anticipated to be released on or about 8 March 1995, containing the following salient characteristics: data rate - 384kbps; full motion resolution - 240 lines x 256 pixels; still frame resolution - 480 lines x 352 pixels; rate - 15 frames per second; transform code - CCITT, standard algorithms supported - video coding H.261, channel H.221, audio coding G.722/G.711; audio frequency - 50 Hz through 7 kHz; interface data ports - two RS-449 network ports; acoustic echo cancellation; graphics camera; facsimile port; VCR interface; interactive graphic tablet; dual 27'' graphics monitor. All responses from responsible sources shall include pricing data; and will be fully considered by this agency and evaluated on the basis of the lowest overall cost to the Government. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
