The Naval Air Warfare Center Aircraft Division has a requirement for an
Airborne Separation Video System (ASVS) to improve the efficiency and
accuracy of data acquisition during aircraft weapons separation
certifications. The ASVS will include two phases, both of which must be
capable of in flight operation. During the first phase the contractor
shall provide a near-term capability (NTTC) consisting of digital
cameras, Ground Interface Units (GIUs), Cockpit Control Units (CCUs)
and Controller Recorder Units. During phase two, the contractor shall
provide long-term test capability (LTTC) digital cameras, which shall
be compatible with the equipment from the NTTC phase. The proposed
contract shall also include production options for the NTTC and LTTC
cameras and equipment. The NTTC shall provide a flight-worthy
multi-camera array which works in conjunction with the ASVS. The ASVS
shall be capable of onboard digital data storage and shall interface
with the Government furnished Data Transmision System (DTS).
Characteristics of the NTTC: total system resolution allowing for
measurement of edges separated at a minimum of two inches at a range of
30 feet during both static and dynamic tests; scene illumination level
of 1000 foot candles and a contrast ratio of 20:1. The LTTC shall
achieve greater qualitative and quantitative data with total system
resolution allowing for measurement of edges separated a minimum of one
inch in a field view of 53 ft by 39 ft at a range of 30 feet; scene
illumination level of 1000 foot candles and a contrast ratio of 20:1.
This is a new solicitation package based on a previously issued
solicitation, N00421-94-R-0040, which was subsequently cancelled. All
offerors who submitted a request for the original solicitation package
will be retained on the source list for this requirement and need not
submit a new request. Interested parties who did not request a copy of
N00421-94-R-0040 may request a copy of this solicitation package in
