20. SPAWAR has a contractor-operated visitor control function on the
first floor of 2451 Crystal Drive, Arlington, VA 22202 (bldg. known as
5 Crystal Park). The VCO performs all access control functions,
including registering all incoming visitors into the visitor control
database and notifying the SPAWAR point of contact by telephone of the
visitor(s) presence. A complete statement of work will be included
with the forthcoming solicitation. The VCO is currently being operated
by XERAD, Inc. under contract N00039-91-C-0010. This contract expires
30 September 1995. The complete solicitation will soon be available
for downloading off the SPAWAR BBS. Until then, SPAWAR will be placing
drafts of various documents on the BBS for potential offerors' review
and comment. The draft materials will be labelled vcodraf1.zip,
vcodraf2.zip, etc. Specific responses to comments may not be possible,
but all comments will be read with the intention of improving the
solicitation. Interested parties should upload their comments/questions
to the DRAFT file library of the BBS, and the file must contain VCOdr
plus three other characters of their choice, example VCOdrsys.doc. This
RFP will be transmitted through the SPAWAR Bulletin Board System (BBS).
The RFP will only be available by calling the SPAWAR BBS,
(703)602-9494, and downloading the RFP. The Bulletin Board operates at
14,400 BAUD with a setting of 8:N:1. The RFP will be in WordPerfect
5.2 or MS Word 2.0 format. The file will be compressed by a shareware
program, PKZIP 2.04G. The RFP file name is 95r056.zip. To download this
RFP, the prospective offeror will need at a minimum, PC or MAC with
modem emulation software that supports VT100 or ANSI standing, a modem
that operates between 300 bps - 14.4K bps and a minimum of 1.5 MEG
free disk space. The RFP will be available O/A 14 April 1995.
Prospective offerors are required to supply the name and address of
their company, the Point of Contact's name and phone number on the on-
line questionnaire in order to be placed on the RFP's Bidders List.
All others are also requested to optionally provide answers to a
questionnaire on electronic contracting. Telephone inquiries for the
RFP will not be honored. Offerors who would like a copy of the RFP must
access the bulletin board. The bulletin board will be available 24
hours a day, seven days a week. However, as the demand may be heavy, it
may be necessary to call repeatedly or on off hours. If any assistance
is needed regarding use of the BBS, please contact Mark Gurganus at
(703)602-1842. Offerors who would like a copy of the RFP and do not
have access to a modem may bring a high density, 3 1/2'' disk to the
Contractor Liaison Branch, Space and Naval Warfare Systems Command,

hours of 7:30am-4:00pm Mon-Fri. All offerors may submit a proposal
