Pool, Contract Specialist, 301/415-8168 The NRC, as part of the Lisbon
Initiative, is assisting in the establishment of a regulatory training
program for the State Committee for Nuclear and Radiological Safety
(SCNRS) of Ukraine. SCNRS lacks the necessary tools to train staff
personnel in areas such as nuclear power plant (NPP) basic systems and
components, physics of NPP transients, operation of technological
processes at the NPP during normal, abnormal and emergency modes, and
incident analysis. The Contractor will furnish GAN with an analytical
simulator to provide it with these training tools. The Contractor shall
also develop high-fidelity, state-of- the-art, reactor simulation
models for the simulator. An analytical simulator is a networked set of
workstations that simulate the response of the nuclear power plant
through the use of high fidelity simulation models. Workstations are
used for the simulation computations, for control of plant equipment
through a graphical user interface, and as an instructor station. The
period of performance of the base contract will be 12 months for the
design, purchase, shipment, delivery, and installation of the computer
hardware, development and installation of the initial software
simulation models, user training, and hardware and software
maintenance. Optional software features for the simulation models will
also be included for possible exercise in the base year. There will be
four one-year option periods for the purchase of additional simulation
software models for other reactor types and associated training.
Proposals for this requirement may be submitted by all concerns, i.e.,
large businesses, small businesses, and small businesses owned and
controlled by socially and economically disadvantaged individuals.
Notice to large businesses: The subcontracting plan requirements of
P.L. 95-507 are applicable to this effort. Thus, all large businesses
determined to be in the competitive range must be prepared to submit a
detailed subcontracting plan. A source list comprising the names,
addresses, and telephone numbers of all concerns requesting a copy of
the solicitation, with large businesses identified by an asterisk, will
be provided with the solicitation. In order to identify large
businesses on the list, a request for the solicitation should indicate
the size of the business based upon a SIC code of 7373. The size
standard for this solicitation is $14.5 million. In order to allow
small concerns sufficient time to contact you for possible
subcontracting opportunities, you are encouraged to make your request
for the solicitation prior to the solicitation issuance date. A copy of
the solicitation and all subsequent amendments will be provided to each
requester. Interested firms should submit written requests to the U.S.
Nuclear Regulatory Commission at the address as shown above. Telephone
requests will not be honored. Closing date for proposals is 30 days
