Officer (310) 363-0799. The United States Air Force Space and Missile
Systems Center (SMC) plans to issue a Draft Request for Proposal (DRFP)
on or about 1 Mar 95 for the Evolved Expendable Launch Vehicle (EELV)
system acquisition. (SMC anticipates issuing the formal Request for
Proposal on or about 3 Apr 95). The EELV system will support the
National Mission Model (excluding crew-rated or cargo return missions),
reduce overall system recurring costs, and maintain or improve the
reliability, operability, and capability of current medium through
heavy lift systems (i.e., Titan II, Delta, Atlas, and Titan IV). The
EELV system includes, but is not limited to, launch vehicles,
facilities, support equipment, and payload integration in support of
the Department of Defense, the Intelligence Community, the National
Aeronautics and Space Administration, and the Departments of
Transportation and Commerce. The EELV program will begin with a Risk
Reduction Phase which will last approximately 15 months. Following a
Preliminary Design Review (PDR) tailored to address the evolved aspects
of the contractor's EELV concept (instead of a full PDR for a
newly-developed system) an approximately eight-year Engineering and
Manufacturing Development (EMD) Phase will begin. The EMD Phase will be
divided into two parts. The first part will be approximately 13 months
in duration and conclude with a Critical Design Review (CDR) tailored
to address the evolved aspects of the contractor's EELV concept. The
second part of EMD will last approximately 7 years and will include
launch vehicle system demonstrations. For the Risk Reduction Phase, the
government plans to award four contracts, each to a separate
contractor, based upon full and open competition. For the EMD Phase,
the government intends to limit competition to the four Risk Reduction
Phase contractors, with two of these four contractors being selected
to perform the first part of the EMD Phase. At the conclusion of the
CDR, the government intends to select a single contractor to perform
the second part of the EMD Phase. This single contractor will also
perform the EELV production program. Competition for the final part of
EMD will be limited to the two contractors that performed the first
part of EMD. To be eligible for award as a prime contractor under the
initial Risk Reduction Phase, offerors must have the capability at Risk
Reduction contract award to accomplish the EMD Phase. Also, as a
general basis for award, offerors must have cleared personnel and
access to storage and processing facilities at the Top Secret and
Specially Compartmentalized Information level. Requests for the DRFP

formal solicitation. The Government does not intend to award a contract
on the basis of this synopsis or to otherwise pay for any information
