Cole tel: 806/885-3995 This presolicitation notice is synopsised solely for the purpose of identifying sources which would be interested in preparing a bid for and capable of performing a comtemplated acquisition for expansion of an existing Energy Management Control System. Work shall be performed at and on Reese AFB, located 10 miles west of Lubbock, TX. Expression of interest in this project shall be received not later than close of business on 10 Mar 95. This presolicitation notice shall not be followed by a conference. A formal solicitation is conptemplated. Tentative dates for issuing invitations, opening bids & completing contract performance shall be determined after expiration of this notice & review of interested parties. Upon issuance of an acutal solicitation for this contemplated acquistiion plans shall be available for inspection without charge. This project consists of expanding the existing Honeywell Energy Management and Control System (EMCS) in 20 facilities and the installation of an underground duct bank system and manholes for the communications system. The work required includes mechanical as related to medium and large commercial Heating Ventalating and Air Conditioning (HVAC) systems and equipment; electrical for power and controls of the HVAC system; programming of the new controllers for full communication with the existing central computer; digging and trenching for the purpose of installing duct banks, manholes and building entrances. The existing central computer system is a Honeywell Graphic Central and the new field equipment shall be Honeywell direct digital controllers and components.All contractors shall be familiar with the installation and operation of Honeywell systems and components or shall have the ability to acquire and provide this expertise throughout the duration of this project. System will control boilers, chillers, pumps, air side units, fans and fan coil units, and motorized dampers. All remotely gathered information shall be transmitted back to the existing central computer at the Base Civil Engineer building. All hardware shall be Honeywell. All software shall be engineered, designed, programmed and installed by qualified, authorized Honeywell personnel ONLY. It is contemplated that the resulting solicitation will provide subcontracting opportunities. Performance time is approximately 365 days. The magnitude of this poject is between $1,000,000 and $5,000,000. A bid guarantee amount of twenty percent (20%) and appropriate bonding shall be a requirement of the contemplated acquisition.
