Project Manager. The Federal Transit Administration (FTA) intends to
award a competitive cooperative agreement to provide technical
assistance to the FTA Joblinks Employment Transportation Initiative.
The work to be performed will be administered in three phases: (1)
development of a jobs program and matching transportation database, (2)
implementation of a transportation/jobs linkage demonstration program,
(3) evaluation of the initiative's activities and overall
accomplishments. FTA anticipates that this demonstration project will
be conducted over a period of two years. The selected contractor will
work with the State Department of Transportation (DOT) and State
Department of Health and Human Services (DHHS) Programs and both the
public and/or private transportation systems in the States of Kansas,
Maryland, Mississippi, New Mexico, New York and West Virginia. FTA is
seeking to enter into a cooperative agreement with a national
non-profit organization with demonstrated capacity in the rural and
cummunity transportation field. The non-profit organization chosen for
this project must be capable of providing personnel facilities and
equipment needed to conduct a national program in the area of
transportation linkage to the jobs program. FTA is interested in
maximizing the competition for this cooperative agreement. In that
regard, FTA wishes prospective competitors to understand that the
agency has absolutely no objections to subcontracting arrangements with
the private sector and/or other non-profit organizations. FTA's primary
objective is to provide a fullrange of capabilities required to conduct
a successful demonstration project. Prospective offerors interested in

February 16, 1995. It is anticipated that the Statement of Work will be
released to interested parties on February 17, 1995, and any questions
on technical issues be addressed to Mr. Tate by telephone between
February 23, and February 24, 1995. The deadline for proposal submittal
