Southern Pine Beetle (SPB) (Dendroctonus frontalis) is the most serious
pest of yellow pine on Fort Benning. The red-cockaded woodpecker (RCW),
a federally listed endangered species, is prevalent on Fort Benning and
thousands of acres of RCW foraging and nesting habitat have been
destroyed by the SPB within the last 10 years. The objective is to
develop a forest assessment system capable of identifying forest stands
which have a high risk of infestation and projected habitat quality for
the protection and restoration of the RCW and other listed species. The
approach of the habitat risk assessment will be integrated with a
Geographic Information System (GIS), from which it will draw the
landscape level data necessary to perform assessments, and through
which the results will be made available to natural resource managers
in the form of maps depicting habitat quality and infestation risk. The
habitat/risk assessment system will consist of software to analyze the
capacity of datasets to serve as predictors of habitat suitability;
determine the conditional probabilities of presence and absence of a
target organism in habitats delineated by each predictor dataset;
combine these conditional probability maps under a Bayesian decision
model to determine the likelihood of the target organism establishing
a population in each habitat represented in the input datasets; and
perform model diagnostics and report generation. This announcement IS
NOT a Request for Proposals and no contract will be awarded solely on
the basis of a response hereto or any follow-up information
subsequently submitted. The Army will not make any reimbursement for
