Subcontractors for a Request for Proposal (RFP) for the Arrowhead
Refinery Superfund Site Contaminated Soils Remedial Action. A two-step
bidding process will be used for selection of a subcontractor to
excavate and dispose of approximately 27,000 cubic yards of
non-hazardous soil, sediments, and refuse from the Arrowhead Refinery
Site located near Duluth, Minnesota. The Contractor is CH22M HILL, Inc.
and the project is funded by the U.S. EPA under CH2M HILL's prime
contract with the U.S. EPA, Contract No. 68-W8-0040. The project
consists of excavating an estimated 27,000 cubic yards of
visually-contaminated soil, sediments, and some buried refuse;
overpacking of approximatelu 120 drums of Investigation-Derived Waste;
demolishing one to two structures and their foundations; transporting
and disposing of said materials; relocating and augmenting on-site
fencing; backfilling, grading and reseeding the excavation area;
containing, testing, and treating if necessary surface water and
encountered groundwater prior to discharge to sanitary sewer; and
implementing a Subcontractor quality control and health and safety
program on a listed U.S. EPA CERCLA hazardous waste site with an
estimated cost range ranging from $4,000,000 to $8,000,000. Another
contractor, who is non-union, will be concurrently working on othet
portions of the site. Step 1 of the two-step bidding process will
concsist of the submission of a technical proposal from interested
subcontractors in accordance with the RFP. Pricing information is not
be submitted during Step 1. The RFP package will include additional
detail for the work described above, and specify the factors for
evaluation of the technical proposals. RFPs for Step 1 will be
available on February 28. Requests for RFPs will be received by phone
or mail until March 24, 1995. Technical proposals are due in the CH2M
HILL office by 4:00 p.m. CST on April 5, 1995. Those companies
submitting technical proposals determined to be acceptable will be
provided with a Step 2 package consisting of terms and conditions with
specifications and drawings; be invited to a pre-bid meeting at the
site currently scheduled for June 2, 1995; and be requested to submit
a sealed bid. This solicitation does not commit Ch2M HILL or the U.S.
EPA to pay for any costs incurred in the submissions of proposals, nor
does it commit CH2M HILL or the U.S. EPA to procure or subcontract for
any services. A bid security is required in the amount of 20% of the
bid amount, and must accompany each bid. Goals for this project have
been established regarding the utilization of Small Business
Enterprises (SBEs) and Small Disadvantaged Business Enterprises
(SDBEs). The bidders should indicate whether they or any of their
proposed subcontractors are SBEs or SDBEs. The following SBE and SDBE
goals have been adopted for this Subcontract: 10% of construction work
and/or construction supplies and materials shall be performed and/or
supplied by SBEs; 5% of construction work and/or construction supplies
and materials shall be performed and/or supplied by SDBEs. Note
