Architect-Engineer (A-E) Services are required for design of
miscellaneous operations and maintenance projects and supporting
services at Andersen AFB, Guam. A negotiated firm fixed price contract
will be awarded. Multiple contracts may be awarded. An open-end
contract will be issued for a period of one year with an additional one
year option period which may be exercised by the Government. Individual
delivery order fees issued under this contract will not exceed
$299,000.00. The cumulative amount of fees for the contract will not
exceed $450,000.00 per basic and option years. Delivery orders will be
issued as the need arises during renovation and maintenance/repair
type projects. It is our intention to award two Multi-discipline
contracts, one Mechanical/Electrical contract and one Civil/Structural
contract. Principle work will be preparation of drawings and
specifications. Various types of inspection, studies, reports, design
analyses, surveys and cost estimates may also be assigned. Projects
under Multi-Discipline contract will include various combinations of
civil, structural, electrical, mechanical, fire protection and
environmental disciplines as the primary project disciplines with
lesser requirements for other architect-engineering disciplines.
Projects awarded under Civil/Structural contract will include various
combinations of civil and structural disciplines as the primary project
disciplines with lesser requirements for other architect-engineering
disciplines. Projects awarded under Mechanical/Electrical contract will
include various combinations of mechanical and electrical disciplines
as the primary project disciplines with lesser requirements for other
architect-engineering disciplines. All construction drawings must be
stamped by a professionally licensed engineer (as applicable) from the
state where the contract documents are made. A minimum of $5,000.00 in
fee work will be issued under the contract. Evaluation criteria:
Selection of firms to provide the required services will be basd upon
the firm's qualifications in accordance with the following criteria in
order of relative importance; (1) Professional qualifications
necessary for satisfactory performance of required services. (2)
Specialized experience and technical competence in the areas of
building renovations, and repairs. Contractor must demonstrate a
capability of performing engineering designs for the local environment.
(3) Capacity to accomplish work in the required time. A prompt response
to requested services is required. (4) Geographical location.
Contractor must demonstrate the ability to be responsive to
installation requirements after contract award. Contract recipients
will be encouraged to establish an office in Guam. (5) Past performance
on contracts for DOD in terms of quality of work, and compliance with
performance schedules. (6) Qualifications and experience of
subcontractors. In order to be evaluated, firms must submit a list of
total dollars awarded to the A-E by the DOD during the past year. A-E
firms which meet the requirements described in this announcement are
invited to submit a completed Standard Form 254 and Standard Form 255,
U.S. Government Architect-Engineer qualifications, and appropriate
data as described in Note 24 herein, to Ruth R. Buller, 36 Contracting
Squadron, 36 CONS/LGCU, Unit 14040, APO AP 96543-4040. A current SF
254 is required for each consultant listed. Firms responding by close
of business 21 March 1995 will be considered. No other general
notification to firms under consideration will be made and no further
action is required. This is not a Request for Proposal. The proposed
acquisition listed herein will be pursuant to the Small Businss
Competitiveness Demonstration Program, open to both small and large
