C -- CADASTRAL SURVEYING SERVICES HOOSIER NATIONAL FOREST Sol. R9-12-95-02. Due 030895. Contact person Janice Wayland, 812/2275-5987. The Hoosier National Forest intends to procure professinal surveying services for boundary line location, marking and posting, property corner search, monumentation or maintenance, plats and surveyor's reports. The work is located on the Hoosier National Forest, Indiana, with two major geographic areas of Brownstown Ranger District and Tell City Ranger District. The Government guarantees to purchase a minimum dollar amount of services per year of $100,000, and the total amount not to exceed $50,000.00. The Hoosier National Forest Landline Location Program is approximately 8 miles of line to standard per year. It is the intent of the Forest Service to award multiple contracts for at least one year with the possibility of up to two option years. The work must be completed within specified time limits as given in individual work orders with incentives for early completion. The following criteria will be used to evaluate Architect-Engineer Questionnaire (SF-254 & 255) submitted and shall be evaluated in descending order of importance: (1) Professinal qualifications necessary for satisfactory performance of required services including Land Surveyor licensing of project leader and professional surveying qualifications of the survey team assigned to the project. (2) Specialized experience and technical competence in the type of work required by the Licensed Land Surveyor who will sign up certificates and the party chief(s) that will run the field crew(s) in the following areas by demonstrating: a) GLO and tract decriptive interpretation retracement ability, b) ability to perform retracement work in Indiana, c) experience performing land surveying in Indiana, d) any other pertinent qualifications which would have a direct bearing on the Licensed Land Surveyor and party chief's ability to perform the required work. (3) Capacity to accomplish the work in the required time, including size of the designated survey team and the extent of their experience working together as a team. Demonstrated project mangement capoabilities based on sizw and number of previous similar projects, type and adequacy of support capabilities, and equipment and resources to be used on these projects. Identify where the survey crew will be staged, and the role of each crew and the Licensed Land Surveyor in daily operations and specifically which tasks these people will perform, the approximate time to be spent on each task, and the methods and techniques used to complete projects of this type. The use of Global Positioning System applications shall be allowed. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, especially performance on past contracts with the Forest Service and/or performance on section sized landline projects requiring establishment of state plane coordinates. (5) Location of firm in the general geographic area of the project and knowledge of the survey systems employed in the project area and demonstrated by extensive experience in dense brush/wooded, mountainous terrain of Southeastern Indiana. (6) The volume of work previously awarded by the Forest Service will be evaluated with the objective of distributing the contracts among qualified A&E firms, including minority, 8(a), or small disadvantaged firms that have not had prior Forest Service contracts. This procurememt is set-aside for Small Emerging Businesses in accordance with P.L. 100-656. Firms desiring consideration shall submit two copies each of Standard Forms 254 and 255, Architect-Engineer Questionnaires and must also submit examples of a section subdivision and small tract plat with description.
