a Market Survey for a proposed contractual effort for the Low Rate
Production of the Hand Emplaced Wide Area Munition (H- WAM). The H-WAM
is an Anti-Tank/Anti-Vehicle munition designed to detect and defeat a
target vehicle at a distance. The H-WAM will autonomously search for
a target vehicle. When a target is detected the mine launches a smart
submunition (sublet) towards the target vehicles with a Closest Point
of Approach of 100 meters or less. The launched sublet will attack the
top of the target vehicle with an Explosively Formed Penetrator (EFP).
The munition can be manually operated or can be commanded to perform
functions remotely with the use of the M71 Remote Control Unit (RCU).
The WAM consists of three major subsystems: a communications module, a
ground platform module, and the sublet module. The communication
module is the interface between the munition and the M71 RCU which
allows the munition to receive commands regarding command arming,
command destruct and reset of the self destruct time. The ground
platform module contains electro-mechanical components and the
necessary electronics for controlling target detection, target
classification, and aiming and launching of the sublet module. The
sublet module contains electronic components for target detection,
determining target aimpoint and the firing direction of the lethal
mechanism towards the target vehicle. The Munition is currently in the
Engineering, Manufacturing, and Development (EMD) phase. Textron
Defense Systems is the current H-WAM development contractor. The
proposed effort includes a one year low rate production contract with
three one year production options, including trainers. It is
anticipated that the effort will begin in FY96 and will continue
through FY00. As the H-WAM is currently in development and scheduled to
be Type Classified in Sept 96, there is no Technical Data Package
available which fully describes the current design. Anticipated
quantities are as follows: Basic H-WAM- Low Rate Production will be 134
units with potential production option quantities of 1050, 2000, and
2000 units for FY97-99 builds, WAM Individual Trainer- Production will
be 551 units in FY96 with potential production option quantities of
1002, and 987 units for FY98-99 builds, WAM Collective Trainer-
Production will be 354 units in FY97. This proposed effort requires
potential contractors to have experience in systems engineering and
specific technical knowledge and expertise that includes acoustic,
seismic and IR technology, explosively formed penetrator technology and
Command and Control technology. Related experience and resumes of key
personnel should be provided. Security clearance at the secret level is
required for this effort. Responses shall be submitted in accordance
with the guidance contained in Note 25. This is not a request for
proposal and is not to be construed as a commitment by the U.S. Army.
