Presolicitation Notice: Work includes removal of existing trees, and construction of new earthen berms between the Chosin Reservoir Range (``C'') and Starlight Range (``D''), and between the Starlight Range (``D'') and the Inchon Range (``E''). The new berms shall have an eight foot wide top at the elevations indicated with side slopes graded at 2:1 slope. Existing drainage ditches east of berms shall be cleaned, reconstructed and regraded. New drainage ditches shall be constructed in order to drain low areas west of berms. Ends of existing 18'' CM culvert shall be repaired and new concrete headwalls installed at both ends. New 18'' and 30'' dia RC pipe culvers with concrete headwall will be installed under new berms and new headwalls installed at the ends of existing culvert pipes. Stone rip-rap on geotextile fabrice will be placed at each headwall. Topsoil, erosion control mattings and grassing is required. Estimted cost is between $100,000 and $250,000. Pursuant to P.L. 100-656, Small Business Competitiveness Demonstration Program, this solicitation is classified as unrestricted. The proposed contract listed here is being considered for 100% set aside for Small Disadvantaged Business (SDB) concerns. Interested SDB concerns should, as early as possible but not later than 15 days from the date this notice first appears, indicate interest in the acquisition by providing to the contracting office above, evidence of capability to perform, including performance and credit references, former contracts of similar size and complexity, and a positive statement of eligibility as a small socially and economically disadvantaged business concern. If adequate interest is not received from SDB concerns, the solicitation will be issued on an unrestricted basis without further notice. Therefore, replies to this notice are requested from all interested parties as well as from SDB concerns. Requests for copies of this proposed procurement should be submitted in writing, state the solicitation number, and provide complete name, address, phone number and business size of the requestor. Additionally, requestors should indicate whether they intend to bid as a prime contractor, subcontractor or supplier. Telephone and telefax requests for copies of the solicitation or bidders' lists will not be accepted. Requests should be received as soon as possible in order to facilitate mailing of same, to the extent copies are available, directly to the inquirer at time of issuance. Availability of the solicitation is limited and will be furnished on a first received first served basis. No telephone or facsimile (FAX) requests for the solicitation package will be accepted.
