The Air Force Phillips Laboratory Lasers and Imaging Directorate, Kirtland AFB, New Mexico is seeking potential sources for recoating two large flat folding mirrors to be used in an existing coelostat pointing system. The mirrors are 57 inches in diameter by 8 inches thick made from Cervit glass and weigh approximately 1830 pounds each. It can be assumed that the existing mirrors will not need repolishing and the glass can be chemically stripped by the re-coater. The following coating specifications apply to the central 54 inches: Reflectivity at 527 nm shall be greater than 0.99, Reflectivity at 1064nm and 1315nm shall be greater than 0.98, Reflectivity across the band from 450nm to 1315 nm shall be greater than 0.95. The differential phase shift between the s and p polarization at 527nm and a 45 degree angle of incidence shall be less than 10 degrees. The damage threshold shall be greater than 5j/cm2 for a 10 Hz, 0.5 microsecond pulse train at 527nm with a duration of 180 seconds. The coating shall comply with MIL Standard 13508C for temperature influence, hardness, adherence, and humidity resistance. The maximum acceptable mirror deformation due to coating stress is 0.1 waves surface to valley at 633nm. The contractor shall provide materials and accomplish all fabrication needed for these tasks. The contractor shall provide two, 2 inch diameter samples of the selected coating 45 days before final coating for evaluation at the Phillips Laboratory. The subject mirrors will be available for coating on or about 1 June 1995 and will be shipped either by the contractor or by the government directly from their present location in upstate New York or from the Phillips Laboratory at Kirtland AFB, NM to the contractor's facility. The contractor shall be responsible for packaging and shipping the finished mirrors to the Air Force Phillips Laboratory on Kirtland AFB, NM. Foreign Firms are advised there may be restrictions to participating as the prime contractor. Interested contractors must indicate whether they qualify as a small business under Standard Industrial Code (SIC) 3827 (Optical Instruments), with a small business size standard of 500 employees. Also, firms responding are to reference this solicitation number, F29601-95-R-0026, and indicate whether they are, or are not, a small business, 8(a) firm, a socially and economically disadvantaged business, a woman-owned business, an historically Black college or university, or a minority institution. Within 15 working days from publication, only interested small businesses need include a statement of capabilities to assist the Air Force in making a set-aside decision. Based on responses to this announcement, the Air Force reserves the right to set-aside this requirement for 8(a), small disadvantaged business, small business, or historically Black colleges and universities or minority institutions. Information submitted in the statements of capability should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed, and any in- house research and development effort, (2) Coating Design: Respondent shall provide a computer predicted or similar previous design performance curve across the 450nm to 1315nm band. (3) Facilities: Availability and description of facilities required to perform coating of large optics. Include any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information. This statement of capability response will be limited to a maximum of 20 pages, excluding resumes.
