The U.S. Army Simulation, Training andInstrumentation Command (STRICOM) has a requirement to provide 325 Precision Range Integrated Exercise (PRIME) SMART Small Arms Transmitters (SATs) to the Training and Doctrine Command(TRADOC), Army Dismounted Battlespace Battle Labs, U.S. Army Infantry School (USAIS), Fort Benning, Georgia in support of the Advanced Warfighting Experiment, Warrior Focus, (AWE 96-02). This effort is to be procured from the PRIME system development contractor, Loral Systems Company, 300 North Halstead Street,Pasadena, CA 91109. Efforts shall include production of 325 SATs, using the current configuration developed under the PRIME contract, to provide Tactical Engagement Simulation (TES) for AWE 96-02. Required period of performance is March 1995 through August 1995. Loral Systems Company is the only source for the PRIME system, and therefore, the only source capable of delivering AWE 96-02 SAT devices. The Government does not have the descriptive documentation to convey the engineering performance characteristics or physical configuration of the PRIME SATs. No technical data/drawings are available. Authority and Justification is Federal Acquisition Regulation (FAR)6.302-1, only one responsible source. As the designer, developer, and manufacturer of the PRIME system, Loral Systems Company is the only source which possesses the necessary data, current design, production facilities, and expertise to deliver the AWE 96-02 SAT devices.
