DUE 100095 S1611 Construction of expressway opening time and date 10:00, mar. 24, 1995 open 1) Construction Title Construction of the numekawa Section on the yamagata expressway; 2) Construction site from oaza-shimotakarazawa to oaza-numekawa, yamagata-Shi, yamagata-ken; 3) work summary this Project involves Construction of a four-lane Highway of 2,192 meters in length (earth work volume approx 108,000 cubic meters), including excavation of a tunnel (at one site, 295 meters in length) and superstructure and substructure work for a bridge (at one site, 104 meters in length) and substructure work for a bridge (at three sites, 580 meters in length); total length 2,192 meters; width: Highway portion 9 75 meters X 1, bridge portion (medium- small size) 9 75 meters X 1, bridge portion (long-large size) 9 25 meters X 1, tunnel portion 8.50 meters X 1; earth work volume approx 108, 000 cubic meters; tunnel: at one site - 295 meters; bridge superstructure and substructure work at one site - 104 meters, substructure work only at three sites - 580 meters, 6 abutments, 13 piers; foundation work - concrete compaction piles (2 0 meters in diameter, 386 meters in length), caisson-type piles (2 5 meters in diameter, 367 meters in length); and cross structure culvert pipes at one site; 4) Construction period 990 days; 5) main materials to be used approx. 15,000 cubic meters of concrete, approx. 2,000 tons of reinforcing steel; 6) deadline for submission of application forms/related documents for the qualification screening 16:00 feb. 17, 1995; 7) Procurement and right-of-way Department, Sendai Construction Bureau, Japan Highway Public Corporation, 3- 7-23 Ichiban-Cho, Aoba-Ku, Sendai-Shi 980 eligible Tender participants firms qualified to participate in this Project's bidding must satisfy all of the following conditions and have their qualifications for this Project's bidding screened and confirmed by the Director of the Sendai Construction Bureau 1) firms that do not fall under article 4 of the Contract regulations of Japan Highway Public Corporation; 2) firms pre-qualified for open competitive tendering on Road and earth work by the Sendai Construction Bureau of Japan Highway Public Corporation for fy 93/94, and consortia comprised of two qualified firms; 3) firms that have -- in the past five years (since 1989) as the main contractor -- actually carried out Construction of a tunnel of at least 200 meters extension and at least 50 square meters designed inner Section by the ''natm'' method note: only Construction Projects in which bidder has had a 30 percent or greater share are eligible for consideration, and in the case of a consortium, all member firms must have a similar experience; 4) firms that can assign to the Construction site a field representative or a full-time Chief Engineer or engineering supervisor who meets the following criteria in the past five years (since 1989) as field representative or as Chief Engineer or engineering supervisor, has constructed a tunnel by the '' natm'' method; 5) firms not suspended from designation in no 2 zone by Japan Highway Public Corporation; 6) in the case of a consortium, each member firm must satisfy the following criteria a) has been in operation for at least five years in qualified business under the Construction business law; B) can assign to the Construction site a full-time engineering supervisor qualified for this Project under the Construction business law or a full-time nationally-licensed Chief Engineer; and C) has an at least 30 percent share of involvement, and the representative firm must have the greatest share firms pre-qualified by the Construction minister regarding items (a) and (B) in evaluation of their Management op erations are exempted from these criteria; and 7) firms not related by capital or personnel to the contractors involved in this Project (see Tender documents for details).
