681-0609. Sources Sought: The National Guard Bureau is contemplating
issuing a solicitation for Desktop Optical Digital Imagery (ODI)
Systems for the Management of Military Personnel Records at state
level. In 1992 the Army National Guard (ARNG) converted all National
Guard Officer Official Military Personnel Files (OMPF) from AB Dick
Micrographic records management to the Personnel Electronic Records
Management System (PERMS/ODIS) using a Unit Operating System and
Informix Database. ODI at state level must have the capability of
input, output, storage, retrieval, and producing a compatible image
transfer by 8mm mgnetic tape to the Army National Guard Readiness
Center (ARNGRC). ODI must also interface with the existing Army PERMS
system. This includes an interface with the original document matrix
and the ability to pull out relevant fields of information while
maintaining database and data integrity. ODI systems at state level
will be a client server system. Requirements for the systems will
consist of, but not limited to; a duplex high speed paper scanner,
input file server for the temporary storage of scanned images, host
database server to store information on images written to the juke box,
quality control, index, problem resolution, and retrieval workstation,
optical juke box, high speed laser printer with server and 8mm tape
backup system. System size will depend on each states and strength.
Sources capable of providing the Destktop ODI system and the associated
support should provide the following: 1. Name, address, phone and fax
numbers and point of contact. 2. Provide two (2) copies of commercial
equipment data and descriptive literature, anticipated delivery and
