N. Forsberg. The Army is planning to acquire 55-60 each X-band
Satellite Communication Terminal Antenna. Acquisition will be a
two-step sealed bid resulting in a firm-fixed price contract for a
basic quantity fo 6 each with options. The antennas are to augment the
current inventory of Quick Reaction Satellite Antennas (QRSAs), which
interfaces with the AN/TSC-85/93/94/100, AN/GSC-49, and AN/MSQ-114
DSCS Military Satellite Communications Terminals. The New X-band
antennas will meet or exceed the performance standards of the QRSA with
a smaller dish size (approximately 14'). Exact gain and antenna size
requirements will be provided in the Request for Technical proposals
(RFTP) to be released on or about 22 Feb 95. This is a non-development
item (NDI). A pre-solicitation notice will be uploaded on CECOM's EBB.
Step one requires each offeror to submit a technical proposal. Only
those offerors who submit acceptable proposals will be permitted to
submit a sealed bid under step two of this acquisition. After bids are
publicly opened, an award will be made to that responsible bidder,
whose bid, conforming to the sealed bid, will be most advantageous to
the Government, considering only price and price - related factors
incldued in the invitation. The U.S. ARMY COMMUNICATIONS ELECTRONICS
COMMAND (CECOM) HAS established an Electronic Bulletin Board (EBB) to
provide electronic transmittal of Request for Proposals (RFPs) and
Invitations for Bids (IFBs) from Government or Industry. EFFECTIVE 1
OCTOBER 1994. ALL SOLICITATIONS ISSUED FROM FT. MONMOUTH for
ACQUISITIONS OVER THE SMALL PURCHASE THERSHOLD WILL BE SOLICITED via
THE EBB. AFTER 1 OCTOBER 1994, ONLY THOSE PARTIES WHO DO NOT HAVE the
EQUIPMENT NECESSARY TO ACCESS THE EBB WILL BE FORWARDED HARD COPIES
upon REQUEST. HOWEVER, AS OF 1 JAN 95 HARD COPY WILL NO LONGER BE
DISTRIBUTED. (Exceptions are Post, Camp and Station acquisition.) All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB you will need an identification code an
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. Detailed
information regarding system requirements is contained in the U.S. Army
CECOM EBB User's Manual. A User's Manual, Identification Code and
password will be issued upon request. All requests must include 1)
Company name, 2) point(s) of contact name(s) and titls(s), 3) return
address(es), and 4) telephone number(s). Please send your request in
