In accordance with FAR 6.302.1. the Health Care Financing
Administration's Office of Acquisitions and Grants intends to negotiate
with the Institute for College Research Development and Support to
provide a Historical Black College and University (HBCU) Capability
Directory. HCFA is seeking to contract with an organization which
displays expertise and extensive knowledge of HBCUs operational,
administrative and budgetary infrastructure. Extensive interaction with
Historical Black Colleges and Universities is required. The contractor
must possess the capability to identify HCBUs that have potential for
supporting HCFA initiatives. The contractor would create a handbook
which identifies HBCUs, their points of contract, and their
capabilities relative to providing services to HCFA. Additionally, the
contractor would review recurring requirements within the HCFA and
identify/recommend which of thoses requirements could potentially be
preformed by HBCUs. This recurring requirement analysis will result in
a document which at a minimum identifies the HCFA organization
(Bureau/Office/etc..), previos contract number and contractor, dollar
amount of the award, and last award date. The period of performance
shall be for 4 months from the date of the contract award. Telephone
