other qualified sources it is the intent of the National Institute of
Standards and Technology (NIST) to purchase a Nonlinear Ultrasonic
Measurement System from RITEC, Inc., 60 Alhambra Road, Suite 5,
Warwick, Rhode Island under the ''other than full and open
competition'' procedures, pursuant to 41 U.S.C. 253 (c)(1) - only one
responsible source. This system must be compatible with existing
computer controlled equipment designed by RITEC and NIST as part of a
Cooperative Research and Development Agreement (CRDA). This system
contains a very high power tone burst gated amplifier, a
superheterodyne receiver, multiple frequency synthesis, quadrature
phase sensitive detection, and gated analog integration functions. It
has been specifically designed to satisfy the requirements for
nonlinear acoustic measurements which include the ability to: (i)
transmit at one frequency and receive at another while retaining the
phase relationship of signals through the superheterodyne receiver;
(ii) transmit simultaneously at two frequencies and receive at the
difference between these two frequencies; (iii) transmit simultaneously
at two frequencies and receive at the difference between the harmonics
of these two frequencies; and (iv) produce high power bursts with
computer controllable amplitudes in order to study the relationship
between received signals and transmitted amplitude. As a minimum, the
equipment shall meet the following specifications: (1) Gated Amplifier:
Frequency range from less than 100 kHz to above 15 MHz; (2) Gated
Amplifier power output greater than: i) 1 kW for frequency less than
200 kHz, (ii) 2 kW from 200 kHz to 400 kHz, (iii) 4 kW from 400 kHz to
500 kHz, (iv) 5 kW from 500 kHz to 5 MHz, (v) 4kW from 5 MHz to 7 MHz,
(vi) 2 kW from 7 MHz to 10 MHz, (vii) 1 kW for frequency greater than
10 MHz; (3) Receiver Type: Superheterodyne with: Frequency Range - 100
kHz to 40 MHz; High Pass Filters - 75 kHz, 500 kHz & 2.5 MHz; Low Pass
Filters - 10, 20 & 45 MHz; Intermediate Frequency (IF) - 20 MHz; IF
bandwidth - 0.5, 2, & 5 MHz; Detection technique - Quadrature Phase
Sensitive Detectors operating at the IF frequency; Maximum Gain - 100
dB from input to output of the detectors; and Gain Control Range - 78
dB in 2 dB steps; (4) Data Acquisition: Gated Analog Integrators,
Sample-and-hold circuits, and 12 bit A/D; (5) Frequency sources: Three
direct digital synthesizers (DDS) and one 80 MHz quartz clock. The
first two synthesizers establish the transmitting frequencies and the
third determines the receive frequency. All synthesizers are
independently programmable and are coherently gated from the same 80
MHz clock. All other timing functions are derived from this same clock.
Interested concerns having the capability to furnish this system have
45 days from the date of this notice to submit a written qualification
statement that clearly establishes the firm's capability to meet the
