economic price adjustment Indefinite Quantity Contract may include but
not be limited to the development and implementation of biological and
ecological models for predicting the effects of navigation on a large
midwestern river system as part of a multidisciplinary study team.
Additional services and capabilities may include but not be limited to
a strong knowledge base in ecological risk assessment prcedures, and
statistical study design and date interpretation and participation on
various study teams where knowledge and abilities in the aforementined
services will be used in development and review capacities to
contribute to optimum study design which integrate efficently with
other study elements participation in agency and interagency meetings
including presentations on services provided, in in-depth
communication, correspondence, and documentation concerning services
provided as requested. Services may be required anywhere within the St.
Louis, Rock Island or St. Paul Districts of the Corps of Engineers and
may include Chicago, IL and vicinity, Vicksburg, MS and vicinity or
Washington, D.C. and vicinity. Work and services under this contract
shall be assigned by work orders duly issued by the contracting
officer. Final products, when required, will be high quality technical
reports explaining the procedures and products of services performed
delivered to the contracting officer. The contract period will be for
one (1) year with the Government having the option to renew for four
(4) additional one-year periods. The offerors must demonstrate a strong
knolwedge base in ecological modeling, ecological risk assessment
procedures, and statistical study design and data interpretation.
Educatinal credentials, experience, and publications in these areas
will be highly desirable. Demonstrated knowledge or experience should
emphasize associations with the Mississippi River and the Illinois
Rver. A knowledge of the recent history of navigation and associated
environmental controversies on the Mississippi and Illinois Rivers is
desirable. Because of the aforementioned potential for participation on
various study means teams and meeting attendance which will all be
compoents of an integrated whole it is desirable that the described
services and capabilities be provided by two or three individuals. The
total cost of all work orders per year shall not exceed $2,000,000.00
per contract with individual work orders not exceeding $250,000.00.
Minimum guaranteed amount shall be $40,000.00 in the first year of the
contract and $20,000.00 in each option year. Multiple contracts may be
awarded under this solicitation. This procurement is Unrestricted. Set
of specifications will be furnished at no cost. All responsible
sources may submit an offer which will be considered. This contract is
subject to the Service Contract act, and the place of performance was
unknown when the solicitation was issued. In addition to places or
areas identified in wage determinations, attached to the solicitation,
wage determinations have also been requested for St. Louis County, MO.
The Contracting Officer will request determinations for additional
places or areas of performance if asked to do so in writing within 15
days of date of publication of this CBD announcement. Offerors who
intend to perform in a place or areas of performance for which a wage
determination has not been attached or requested may nevertheless
submit proposals. However, a wage determination shall be requested and
incorporated in the resultant contract retroactive to the date of
contract awad, and there shall be no adjustment in the contract price.
