M- The NASA/Goddard Space Flight Center will issue RFP5-21306/253 on a competitive basis for computer operations/system engineering support, systems analysis, programming and documentation support services for the Space Data and Computing Division (SDCD) located at the Goddard Space Flight Center. The Contractor shall operate the SDCD computer environment, resolve problems in meeting workload deadlines, analyze operational problems, differentiate between hardware malfunctions and program and data problems and take appropriate action including making recommendations. The SDCD provides large-scale scalar and supercomputing support to more than 1000 users involved in NASA Space and Earth Science research programs. The Contractor shall maintain tapes and user identification records for the assignment, release and accounting of these tapes and furnish monthly reports regarding their usage. This effort will be a magnitude-of-effort mission contract. A cost-plus-award-fee contract is contemplated. The total period of performance is 5 years. This consists of a one year basic period and two 2-year option periods. There will also be a 30-day phase-in contract awarded for this effort. Information not available in the solicitation library nor FOIA is the technical proposal for which NASA does not have data rights. The date of issuance of the RFP has been revised from January of 1995 to mid to late February of 1995. All requests for the RFP must be submitted in writing to M. Montague at the above address. This procurement ia a total 8(a) Small Disadvantage Business set-aside, with competition limited to 8(a) firms serviced by the SBA Washington District Office.
